ABI FI was created to provide fiscal intermediary services for patients choosing the option of self-selected care under Medicaid's Consumer Directed Personal Assistance Program (CDPAP), which is presided over by the New York State Department of Health.
Under this statewide Medicaid program, patients have an alternative way of receiving their home care services. They have significantly more control over who provides their care and the manner in which it is provided. In lieu of the former requirement for assigning a home care vendor or agency to control selection training and the scheduling of home health care aides, now the patient, a family member, friend or guardian can direct the patient’s care and tailor it specifically to his or her needs in order to maximize results.
The CDPAP program is administered through a statewide network of Managed Long Term Care (MLTC) plans. ABI FI has pre-contracted with many such MLTC plans to become the portal through which patients can enroll in the program. Now, all patients living in the state of New York can easily enroll in the program through ABI FI.

With and through its MLTCs, ABI FI provides the framework for the process, from application to payment distribution. ABI FI will efficiently and professionally process all applications for the program. With its array of home care resources, ABI FI provides personal support and access to other specialized services that a caregiver working alone cannot provide.
